Foreign Office, June 26, 1907. I HAVE received your despatch No. 195 of the 29th April last regarding the Hangchow-Soochow-Ningpo Railway.
I approve the language held by you at the Wai-wu Pu, as reported in that despatch.
I observe that the Grand Secretary, Na Tung, stated during your conversation that the question of compensation had been mooted, but that nothing had come of it. If by that statement Na Tung intended to indicate that the Wai-wu Pu had had under consideration a proposal to grant pecuniary compensation for the cancellation of the preliminary Agreement, I have to inform you that such a proposal would not be entertained by His Majesty's Government.
